*Targeted Outreach for Pregnant Women Act (TOPWA) for pregnant women with high-risk for HIV, HIV+, and/or substance abusers and not receiving appropriate prenatal care offering high-risk women free pregnancy and HIV testing to reduce incidences of neo-natal HIV/AIDS as well as education on appropriate prenatal care, education to HIV-infected pregnant women on benefits of treatment to reduce perinatal transmission, referral and linkage for ongoing care coordination
*Access to emergency needs: food and shelter, and follow-up care to ensure that mother continues to receive necessary services
